DRG/ Parliamentary Strengthening Experts
Legis promotes the use of participatory, evidence-based problem-solving and legislative drafting processes. Our approach provides a common framework that helps participants in law development, reform, implementation and evaluation reorient debate about problems towards searches for solutions. We offer in situ and on-line courses on legislation design, drafting, oversight and impacts assessment and innovative strategies for monitoring, assessing and improving the performance of governance institutions. Our partners and alumni represent more than 50 developed, developing, transitional, and post-conflict societies with a diverse range of legal traditions.
Legis is seeking subject-matter experts for an upcoming Indefinite Deliverable, Indefinite Quantity (IDIQ) contract for USAID's Democracy, Human Rights and Governance program. We are seeking resumes from experts in the following fields:
democracy, rights, and governance (DRG)
legislative/parliamentary strengthening
Rule of Law
decentralization and local governance
strengthening oversight mechanisms
SDG realization
monitoring & evaluation
legislative impacts assessment
budgetary assessment
data journalism
digital democracy/e-governance
Most assignments involve providing short-term technical assistance to partners in developing and transitional nations, and some work will take place remotely, and in project-countries.
Qualifications
PhD, JD, or Masters in International Development, Political Science, Law, Peace and Conflict, Public Policy Analysis, Economics, Computer Science, Government Analytics, or a related field
Minimum of 5 years of progressively responsible experience in one or more of the above areas
5+ years of experience providing analysis, advice and/or implementation assistance on the roles, functions, operations and capacities of deliberative bodies in the areas of legislative process and procedures, lawmaking, bill drafting, committee processes, research and analysis, public hearings, executive-legislative relations, legislative oversight, constituent relations, public outreach, budget and fiscal analysis, and other areas intended to strengthen the capacity of deliberative bodies.
Advanced knowledge of the Participatory Problem-Solving approach or design thinking
Exceptional facilitation and cross-cultural communication skills
Skills in data collection, analysis, synthesis, and report writing
Experience working with diverse stakeholders, including members of parliament, parliamentary staff members, high-level ministerial personnel, members of civil society and/or the media
Ability to work independently and as a member of a team
Preferred Qualifications
Fluency in multiple languages
Experience living or working overseas
Experience working within multiple legal traditions (e.g. civil law, common law, sharia)
Prior USAID experience
Willingness to travel internationally

Preferred Qualifications
Advanced degree in Computer Science, Government Analytics, or a related field
Exceptional quantitative data analysis skills using R, Stata, GIS, Excel
Experience using Neota Logic
Prior experience with data visualization techniques, platforms and software
